China Advances Global AI Governance Agenda, Proposes International Cooperation Body at 2025 World AI Conference

SHANGHAI; The Chinese Foreign Ministry has outlined the major outcomes of the 2025 World AI Conference and High-Level Meeting on Global AI Governance, which concluded on July 28 in Shanghai. The event, held from July 26 to 28, brought together over 800 AI companies and experts from more than 70 countries and regions. It served as a platform for international dialogue on the future of artificial intelligence and collective efforts to ensure its safe and inclusive development.

Premier Li Qiang addressed the opening ceremony and presented China’s vision for global AI governance. He called for efforts to ensure AI technologies benefit all, emphasizing the importance of open access and equitable sharing. He also urged deeper international cooperation in AI research and talent development, and highlighted the need for a shared governance framework based on fairness, transparency, and global consensus.

One of the key outcomes of the conference was the release of a Global Action Plan for AI Governance. This document outlines 13 practical steps to guide the development of safe, controllable, and ethically responsible AI systems. It builds on the experiences of various countries and emphasizes respect for national sovereignty, global equity, environmental sustainability, and international collaboration. The plan reflects China’s contributions to shaping a global framework that addresses both technological advancement and ethical responsibility.

China also proposed the creation of a World Artificial Intelligence Cooperation Organization. This initiative aims to support multilateralism, reflect the aspirations of developing countries, and ensure that the benefits of AI are widely shared. Shanghai is being considered as the proposed headquarters, leveraging its established role in digital innovation to support global AI cooperation.

The conference also served as a vibrant platform for exchange among industry leaders, academic institutions, and research organizations. More than 3,000 cutting-edge AI technologies were exhibited, alongside the global or Chinese debut of over 100 new products. An innovation incubation zone was also set up, providing a space for startups and emerging ideas to connect with investors and partners. The event showcased the entire AI ecosystem, from core technologies to industrial applications, and encouraged practical collaboration across borders.

Foreign Ministry Spokesperson Guo Jiakun stated that China remains committed to promoting AI that serves the common good and reflects the principles of openness, inclusivity, and shared progress. He emphasized that the country will continue working with the international community to ensure that AI technologies are developed and governed in a way that supports peace, cooperation, and sustainable global development.
