Iran, Russia Sign $25 Billion Deal for Four Nuclear Power Plants

Web Desk; Iran has signed a landmark $25 billion agreement with Russia’s state nuclear corporation, Rosatom, to build four nuclear power plants in the country, Iranian state news agency IRNA reported on Friday.

Rosatom had earlier acknowledged signing a memorandum of understanding with Tehran on constructing small-scale nuclear power plants but did not specify details.

The final deal, however, was concluded during the World Atom Week (WAW) 2025 Atom Expo in Moscow, attended by an Iranian delegation led by Atomic Energy Organisation of Iran (AEOI) chief, Mohamad Eslami.

According to AEOI spokesperson Behrouz Kamalvandi, the two countries completed negotiations for five nuclear power plants larger than the existing Bushehr facility. Among them, four units with a combined capacity of nearly 5,000 megawatts will be built in southern Iran, each capable of generating around 1,200 megawatts.

“The visit served multiple purposes: participation in this major international summit, delivering a policy speech by Mr. Eslami, and advancing broader cooperation with Russia in the nuclear sector,” Kamalvandi explained.

He also praised Russia’s contribution to the Bushehr Power Plant project, stressing that the facility fully complies with international standards.

The agreement was announced at a high-profile nuclear gathering in Moscow, coinciding with the 80th anniversary of Russia’s nuclear industry. The World Atom Week 2025 is regarded as the largest global forum for the nuclear sector.

The event featured a keynote address by Russian President Vladimir Putin and included the participation of IAEA Director General Rafael Grossi, who also held discussions with the Russian leader.

Iran, for its part, showcased its latest nuclear advancements at a dedicated pavilion, which drew strong interest from international delegates and industry experts between September 25 and 28.
