KARACHI (MNN); In a major step toward institutional modernization and financial reform, the Controller General of Accounts (CGA) and the Pakistan Standards and Quality Control Authority (PSQCA) have signed a Memorandum of Understanding (MoU) to implement the Financial Accounting and Budgeting System (FABS) within PSQCA.
The agreement formally initiates the rollout of FABS at PSQCA, a move described as a key component of the reform agenda spearheaded by PSQCA Director General Dr. Sayeda Zia Batool. The initiative aligns with the vision of Federal Minister for Science and Technology Khalid Hussain Magsi to strengthen governance, ensure fiscal discipline, and promote transparency through digitization.
The MoU was signed by CGA Director General (Management Information Systems) Abdul Basit Jasra and PSQCA Director General Dr. Sayeda Zia Batool. The signing ceremony was witnessed by Secretary Ministry of Science and Technology Shahid Iqbal Baloch, who termed the development an important milestone toward improving financial accountability and institutional efficiency.
Under the agreement, the CGA, through its Directorate General (MIS), will provide comprehensive technical assistance to integrate FABS at PSQCA headquarters in Karachi as well as its regional offices nationwide.
Key features of the collaboration include automation of payroll and pension systems through free-of-cost software licenses, deployment of SAP experts for smooth implementation, and structured training programs to build the capacity of PSQCA staff for independent system management. The system will also adopt the National Chart of Accounts to ensure standardized, transparent, and audit-ready financial reporting.
PSQCA will oversee procurement of the required hardware and secure network infrastructure to support the digital platform.
Dr. Sayeda Zia Batool said the initiative represents a fundamental reform aimed at eliminating manual processes, minimizing discretionary practices, and ensuring real-time financial accountability.
Officials said the MoU reflects the government’s broader Digital Pakistan vision and highlights PSQCA’s commitment to innovation, improved service delivery, operational efficiency, and enhanced public trust.
