Lahore: Children found violating the Punjab Regulation of Kite Flying Ordinance-2025 will be tried under the Juvenile Justice System Act-2018 and face substantial fines, while whistle-blowers providing credible information will be eligible for cash rewards.
Under the ordinance, a child (below 18 years) who contravenes kite flying regulations will be fined Rs50,000 for a first offence and Rs100,000 for a repeated offence. If the child is unable to pay, the fine will be recovered from their parents or guardians as arrears of land revenue.
The government has also introduced incentives for whistle-blowers. Section 12 of the ordinance allows the commissioner, on the recommendation of the deputy commissioner, to award up to Rs5,000 to individuals who provide credible information about violations. However, no reward will be given if the information is deemed valueless or already known to authorities.
The ordinance generally prohibits kite flying across Punjab but allows the government to permit regulated kite flying at specific locations and on designated days. It also mandates registration for manufacturers, traders, and sellers of permissible kite flying materials, as well as kite flying associations.
To enforce compliance, the ordinance empowers deputy commissioners to cancel registrations of individuals or associations violating its provisions. The measure aims to deter violations while encouraging public participation in identifying offenders.
